Shortly after adopting his own daughter from China, Paul
completed her Recognition of Foreign Adoption and
Readoption in Duval County, Florida. He refined the court
documents used by the Fourth Judicial Circuit, and
discovered that many other families needed legal
assistance in the "post-adoption paper chase" in order to
obtain a Florida-issued birth certificate.
